On April 3, 2025, a multi-agency operation led by the Directorate of Criminal Investigations (DCI) resulted in the arrest of eight individuals in Nairobi suspected of involvement in a land fraud syndicate. Among those apprehended are two Ministry of Lands employees: Dan Adero Okoth, an assistant security officer at the Ministry, and Emmanuel Matheka Mutuku, a casual laborer at Ardhi House. Additionally, Leonard Clifford Wafula, a printer II at the Government Press, was arrested.
The suspects are accused of forging land ownership documents and other government-related papers to defraud unsuspecting landowners. Raids on their premises led to the seizure of numerous items, including dozens of plain and original title deeds, 287 assorted stamps, blank grant titles, allotment letters, 11 unused green cards, 101 passport-size photos of various individuals, certificates of titles, and numerous transfer documents.
The arrests come amid increasing concerns over land fraud in Nairobi, where cases of fraudulent title deeds and illegal encroachments have been on the rise. The DCI has cautioned the public to remain vigilant and report any suspicious activities related to land transactions.
