Siaya Residents Raise Alarm over Governor Orengo’s Unexplained Absence

Siaya County has been engulfed by public concern following the prolonged disappearance of Governor James Orengo and Deputy Governor William Oduol from public duties. Their absence, which has lasted more than a month, has forced residents and civic groups to demand clarity from county leadership.

The last confirmed sighting of Governor Orengo was on June 23, 2025, when he appeared before the Senate Public Accounts Committee to address audit findings for the 2023/24 fiscal year. Since then, there has been no official word on his location or condition, prompting widespread speculation and growing unrest.

A local advocacy group, Siaya Bunge la Mwananchi, led by advocate Maurice Okumu, has formally petitioned the County Assembly to provide answers over what they describe as a leadership vacuum. The petition warns that county operations—including approval of the 2025/2026 budget—are being stalled.

Adding to the pressure is a bogus resignation letter circulating online, allegedly authored by Governor Orengo, citing ill health as his reason for stepping down. ODM party officials quickly debunked the letter, confirming it was fake.

With both the governor and deputy absent and reportedly not coordinating formally, County Assembly Speaker George Okode has stepped in to represent the county. Okode insists that no laws have been broken and describes Orengo’s absence as part of a private trip, asserting that a hands-on handover to the deputy was not formally required.

Meanwhile, Deputy Governor William Oduol claims he has been systematically sidelined. He says staff have been instructed not to interact with him, he receives no allowances, and he is excluded from cabinet meetings. He asserts that the executive has been rendered dysfunctional in Orengo’s absence.

Concerned legal experts have warned that the crisis reflects deeper institutional failure in devolved governance—highlighting how unwarranted absences by elected leaders undermine accountability and public trust.

In contrast, the County Secretary, Joseph Ogutu, confirmed the governor is abroad on private business, but refused to specify details or dates of return. Ogutu maintained that county leadership remains intact and functioning, while declining to comment on the deputy governor’s role.

As residents grow increasingly anxious, many are calling for transparent leadership updates, fearing the ongoing absence could cripple service delivery and budget processes ahead of the new financial year.
