Suspect Arraigned in Court Over Alleged KSh11 Million SHA Fraud

A suspect linked to fraudulent claims amounting to more than KSh11 million from the Social Health Authority (SHA) has been arraigned in court following investigations by detectives from the Investigations Bureau at the Directorate of Criminal Investigations (DCI) headquarters.

In a statement shared on Monday, March 9, 2026, the Directorate of Criminal Investigations said the suspect, identified as Mishael Otieno Okumu, was allegedly involved in a series of fraudulent activities connected to a medical facility operating in the Pipeline area of Nairobi.

According to the DCI, investigations revealed that Okumu is the director of Salama Yard Medical Center Laboratory and Maternity Services, a facility suspected to have engaged in several irregular practices that enabled the submission of fraudulent claims to the Social Health Authority.

The investigative agency said the facility was involved in suspicious admission patterns, the use of expired or unauthorized practitioner credentials, false patient admissions and fraudulent billing practices.

DCI investigators said these activities enabled the facility to fraudulently claim more than KSh11 million from the health authority.

Okumu and the medical facility have been charged with seven offences, including obtaining registration by false pretence, making false statements and falsification of documents under the Social Health Authority Act.

He also faces charges related to the acquisition and use of proceeds of crime contrary to the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA).

The suspect pleaded not guilty to the charges during his court appearance and was remanded at Capitol Hill Police Station pending the determination of bail and bond terms.

According to the DCI, the court is expected to issue the bail ruling on March 16, 2026, after reviewing a probation report.

The Directorate of Criminal Investigations said it remains committed to ensuring accountability in cases involving the misuse of public health funds.

Authorities added that investigations are ongoing and warned that all individuals involved in the alleged fraud will be held accountable.
