The proposal outlines a framework for joint efforts between the Mombasa County government and national agencies, including the Pharmacy and Poisons Board (PPB), the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA), and the National Police Service. Governor Nassir emphasized that the issue has transcended local boundaries, describing prescription drug abuse as a “national emergency” that demands collective action.
Key components of the proposed plan include:
- Restricted Sales: Limiting the sale of addictive prescription medications to pharmacies located within Level 4 and higher hospitals, thereby reducing unauthorized distribution.
- Regulated Operations: Ensuring that chemists operate exclusively for pharmaceutical purposes, with regular inspections conducted in partnership with national enforcement agencies.
- Data Sharing: Establishing mandatory data sharing on pharmacy licenses between county and national authorities to enhance monitoring and compliance.
- Public Awareness Campaigns: Implementing educational initiatives to inform the public about the risks associated with prescription drug misuse and promote responsible usage.
Health Cabinet Secretary Aden Duale has expressed support for the proposal, acknowledging its potential to serve as a model for similar interventions in other counties facing challenges related to pharmaceutical drug abuse. The Council of Governors is expected to deliberate on the proposal in the coming weeks, with the possibility of its adoption contingent upon formal endorsement from the relevant authorities.
