A 25-year-old man who had been arrested over the alleged kidnapping of a 17-year-old girl has been found dead inside a police cell at Malindi Police Station.

The suspect, identified as Lucky Odhiambo Okoth, was discovered on the morning of Friday, April 17, 2026. Authorities say he was alone in the cell at the time, despite there being 21 other detainees held at the station.

His death has raised serious concerns, prompting human rights organisations including VOCAL Africa and the Malindi Community Human Rights Centre to demand a thorough and transparent investigation into the circumstances surrounding the incident.

Arrest and Allegations

Okoth had been arrested just days earlier by detectives from the Directorate of Criminal Investigations (DCI) over the alleged abduction of the minor.

The 17-year-old girl was reported missing on April 12, 2026, by her father, a senior officer at GK Prison Malindi. Investigations later revealed that she had been in communication with unknown individuals through two mobile phone numbers prior to her disappearance.

The case escalated when the suspect allegedly contacted the family demanding a ransom of KSh 200,000 and issued threats to harm the girl. At one point, the victim was reportedly allowed to speak to her father, confirming she was alive.

Rescue Operation

Following intelligence-led investigations and forensic tracking, DCI officers traced the suspect to the Muyeye area within Malindi, where he was arrested.

The girl was successfully rescued and reunited with her family. She was later taken to a medical facility for examination and care.

Calls for Accountability

The suspect’s death in custody has now shifted attention to the conduct and conditions within the police station. Rights groups are questioning how such an incident could occur, particularly with other detainees present at the facility.

They are now pushing for independent investigations to establish what happened in the hours leading up to his death and whether proper procedures were followed.

The incident adds to ongoing scrutiny over custodial safety and accountability within law enforcement agencies, with calls growing louder for reforms to ensure the protection of all individuals in custody.
