The Ministry of Defence has emerged as the best-performing ministry in the 2024/2025 Performance Contracting Evaluation, earning national recognition for its implementation of government priorities and achievement of service delivery targets.
Defence Cabinet Secretary Soipan Tuya received the award alongside Principal Secretary for Defence Patrick Mariru and Assistant Chief of Defence Forces in charge of Personnel and Logistics Peter Limo from President William Ruto during the inaugural National Productivity and Performance Conference held at the Kenya School of Government.
According to the evaluation, the Ministry was recognised for significant improvements in institutional efficiency, accountability, service delivery, and the implementation of results-based management under the national performance contracting framework.
Speaking after receiving the award, CS Tuya said the recognition reflects the Ministry’s commitment to strengthening institutional performance and advancing government development priorities.
“This recognition affirms the Ministry of Defence’s outstanding performance in advancing Government priorities through strengthened institutional efficiency, enhanced service delivery, accountability, and the institutionalisation of a results-based approach under the national performance contracting and productivity framework,” said Tuya.
The conference, organised by the Salaries and Remuneration Commission under the theme “Productivity for Fiscal Sustainability and Efficient Service Delivery,” brought together senior government officials, public sector leaders, and policy experts to discuss ways of enhancing productivity and improving public service delivery.
Tuya noted that the discussions underscored the importance of performance management in driving public sector effectiveness and supporting the country’s development agenda.
The Ministry of Defence was further commended for successfully integrating performance management systems into its operations while maintaining operational readiness and effectively executing its core mandate of safeguarding national security.
The Defence CS attributed the achievement to the dedication and professionalism of both personnel from the Kenya Defence Forces and civilian staff serving within the ministry.
The recognition comes as the government continues to implement reforms aimed at enhancing efficiency, accountability, transparency, and service delivery across public institutions.
The award places the Ministry of Defence among the leading public institutions demonstrating excellence in performance management and the delivery of government programmes under Kenya’s public sector reform agenda.
